Replacement
of the Pa Route 997 Black Gap Road Bridge over I-81

TENTATIVE SCHEDULE OVERVIEW
The first item of work was relocation of overhead utility lines. This work started in February 2008 and was completed in April 2008. Kinsley, the contractor, then installed temporary concrete barrier on the bridge and shifted traffic into two 11-foot wide lanes on the north side of the existing bridge to establish the traffic pattern shown in the Phase 1 sketch shown below. This traffic pattern eliminated the left turns from Route 997 to northbound and southbound I-81.
Phase 1

Kinsley then removed the existing parapet, part of the deck, and the southernmost beam from the existing bridge. This removal allowed the construction of about one-third of the new bridge, including the sidewalk along the south side. While the bridge work was being completed, Kinsley worked on the subsurface drainage and widening / reconstruction of Route 997 from just east of the Mall entrance to just west of the I-81 bridge. This Phase of work was completed and the traffic switched as shown in the Phase 2 sketch shown below in December 2008.
Phase 2
During Phase 2, Kinsley will remove the remaining portion of the existing bridge and complete the construction of the new bridge. Other work in Phase 2 will include:
· widening Route 997 on the south side from just east of the Mall entrance to Main Street,
· installing the remaining storm drain inlets and pipes,
· completely reconstructing Route 997 for about 100 feet at either end of the bridge,
· paving the widened and reconstructed portions of Route 997 except for the final surface,
· widening and resurfacing part of the ramp from I-81 southbound to Route 997,
· resurfacing Old Scotland Road (Route 696) from Route 997 to just past the I-81 ramps, and
· installing new traffic signals at the I-81 ramp intersections and the Mall entrance.
When the work in this Phase is complete, Kinsley will shift traffic to the outside lanes on Route 997 as shown in the Phase 3 sketch shown below, and construct the concrete islands in the Route 997 median. On I-81, Kinsley will complete the portion of the northbound deceleration lane and shoulder through the area currently occupied by the existing bridge. Other work in this Phase includes paving the final surface and installing pavement marking throughout the project.
Phase 3

Weather permitting, Kinsley anticipates completing the project in 2009.
